Holding perpetrators accountable when justice is not possible at home
In the absence of meaningful accountability in Afghanistan, universal jurisdiction offers a vital legal path forward. This principle allows courts in other countries to investigate and prosecute atrocity crimes — regardless of where they occurred or who was involved. The Ham Diley Campaign explores how diaspora communities and advocates can support this legal strategy to seek justice when domestic mechanisms have been dismantled or made inaccessible by the Taliban regime.


A survivor-informed tool for legal action and global advocacy
Commissioned by diaspora communities and built in collaboration with victim-survivors, lawyers, and students, this Handbook is more than a legal guide — it is a statement of collective resistance. The Ham Diley Campaign has ensured that the process of researching and writing this resource remained in the hands of those most affected by violence in Afghanistan. It offers practical, survivor-centered guidance to help build cases, raise awareness, and foster accountability through universal jurisdiction.
